PORTFOLIO MANAGEMENT

Essential Functions and Objectives:
The School Development Manager will support Portfolio’s Mission and Vision by managing new school, innovation school and innovation zone authorizing, as well as the process to determine the allocation of District facilities and facility supports.
 
- Manage and continually improve quality authorizing process for new schools, regardless of governance type, including application development, applicant supports, quality reviews and appropriate community engagement.
- Develop recommendations for the superintendent and the DPS Board of Education to approve or deny new district-run and charter schools, based on quality standards, Board policy, State statute and community input.
- Actively monitor new schools in Year Zero and, as needed, develop recommendations for the Superintendent and Board of Education to suspend or revoke a new school’s approval, when a new school fails to meet conditions the Board placed of its approval, violates contract terms or otherwise fails to demonstrate readiness to open successfully.
- Develop, continually improve and execute with excellence the processes for reviewing innovation school, innovation zone and innovation zone expansion plans.
- Develop recommendations for the superintendent and the DPS Board of Education to approve or deny applications from innovation schools and innovation zones, and for innovation zone expansion in DPS, based on quality standards, Board policy and State statute.
- Manage all aspects of the facility placement process, including differentiated application development, the convening of review teams, and appropriate community engagement, in alignment with the Board of Education’s Facility Allocation Policy and the School Performance Compact.
- Develop recommendations for the superintendent and the DPS Board of Education regarding the allocation of district facilities to new and existing schools and the allocation of other facility supports, based on quality standards, Board policy and community input.
- Ensure appropriate community engagement occurs in all authorizing processes, in alignment with best practice and Board of Education policies.
- Support the Associate Chief of Portfolio Management and the Senior Director of Portfolio Management in other strategic initiatives designed to advance Denver Plan 2020 goals and DPS’s portfolio strategy.
Knowledge, Experience & Other Qualifications:
- Prior professional experience working in K-12 educational settings.
- Prior authorizing experience strongly preferred.
- Deep and demonstrated commitment to quality, equity, governance neutrality and the principles of portfolio models in public education.
- Leadership experience, including track record of executing high-stakes projects with excellence at the organizational scale.
- Innovative, entrepreneurial and flexible mindset.
- Ability to build and/or strengthen relationships with internal and external stakeholders to achieve objectives.
- Strong ability to lead in an environment of ambiguity where positional authority is not the primary mechanism to make decisions.
- Superior project management skills.
- Superior written and verbal communication skills.
- Strong presentation and facilitation skills.
Education Requirements:
- Bachelor’s degree in education or similar.
- Prefer a master’s degree in a related field.
